and Political Rights (Human Rights Committee, General Comment 31,
Nature of the General Legal Obligations on States parties to the
Covenant, U.N Doc. CCPR/C?21/ Rev.1/Add.13 (2004). See paragraph 18
in particular of this General Comment), to which Zimbabwe itself is a
party, where public officials have committed violations of the
Covenant, among the impediments to their legal responsibility that
should be removed by the State are “unreasonably short periods of
statutory limitation in cases where such limitations are applicable
in suing violators.”
