In
terms of section 10 of the Zimbabwe Electoral Commission (Media
Coverage of Elections) Regulations S.I.33 of 2008 (“the
Regulations”), remedies are provided to participants in an election
who allege malpractices or breach of the law by the State-owned
media.
It
was open to the applicant, in terms of the Regulations, to lodge an
appeal with the Zimbabwe Electoral Commission against any decision of
any State owned media institution that he considered to be outside
the parameters of the law. This included any questions of bias, as
alleged by the applicant.
A
further right to appeal to the Electoral Court from any decision of
the Commission on the issue is afforded. All the remedies are
provided in the interest of speedy and effective resolution of any
grievances that may arise during an election period relating to media
coverage.
